Mikhail is trained in Public Administration and law. His primary research and teaching interest are in the areas of public budgeting and finance, municipal securities, public policy process and management at the state and local levels. His research employs a variety of methodological approaches for cross-sectional and panel datasets including computation text analysis used to analyze and quantify large collections of text documents. 

His work has been published in Public Budgeting & Finance, American Review of Public Administration, Municipal Finance Journal and Journal of Public Budgeting, Accounting & Financial Management. Mikhail's attends such conference as Association for Budgeting & Financial Management (ABFM), Association for Public Policy Analysis & Management (APPAM), Public Management Research Conference (PMRC), Western Social Science Association (WSSA).

Mikhail has taught undergraduate and graduate course on public policy process, public budgeting, community development and American government.‚Äč
